V28-95 : BEST VALUE POSITION STATEMENT
The report of the Chief Executive brought members up to date with progress on Best Value and with the proposed improvement to the procedures. The Chief Executive realised that this was an immense subject for new members to grasp simply from a report, and asked that they contact him if more detailed information was required.
The Chief Executive underlined the importance of the Learning from Experience Section of the report. The challenge element to Service Performance Statements (SPS) needed to be developed further. Whilst in the first year of operation there had been an SPS Panel followed by an independent Review Panel, under the new structure there would only be one review, by Scrutiny Panel members.
Regarding Audit and Inspection, the Chief Executive drew attention to the three modules District Audit would adopt: Compliance with statutory requirements, Performance information systems, and Corporate management arrangements. Their formal report on the first year of operation was likely to be available on 30 June 2000. District Audit had been asked in discussions to bear in mind the time scale given that the Council was in the process of change.
For 2000, The Audit Commission Inspectorate had indicated that they would like to inspect Economic Development, Information Technology and Leisure Management. Best Value reviews for these areas would be complete by October 2000, November 2000, and February 2001, respectively. The completed reviews would be graded from 0 to 3 by District Audit. RESOLVED
