V28-665 : MATTERS AUTOMATICALLY REFERRED TO COUNCIL

The following matters referred to Council for determination in accordance with Standing Order 42(1) were approved:

(a) Asset Management Plans

On 7 November 2000 the Corporate and Policy Services Policy Panel considered a report which had been generated by direction received from the Department of the Environment, Transport and the Regions (DETR) relating to future capital funding and the need for robust Asset Management Plans to be in place from 2001 onwards.

The Panel recommended that the Asset Management Plan appended to the report be formally adopted, and this decision stood automatically referred to Council in accordance with Standing Order 42(1) as a policy matter.

RESOLVED

1. That the Asset Management Plan appended to the report of the Corporate Director (Community Services) be formally adopted and sent to the Government Office as this Council's response to the Department of the Environment, Transport and the Regions (DETR).

(b) National Land and Property Gazetteer and National Land Information Service

On 7 November 2000 the Corporate and Policy Services Policy Panel considered a report which provided details of two new schemes - the National Land and Property Gazetteer and the National Land Information Service.

The Panel recommended that the Council participated in both these schemes, and this decision stood automatically referred to Council in accordance with Standing Order 42(1) as a policy matter.

RESOLVED

2. That as a matter of policy the Council participates in the National Land and Property Gazetteer and the National Land Information Service, as outlined in the report of the Corporate Director (Corporate Resources and Policy).

(c) Homeless Applicants - Non Secure Tenancies

On 29 November 2000 the Community Services Policy Panel considered a report which examined the existing policy in respect of homeless applicants and in particular Non Secure Tenancies.

The Panel recommended that the policy be amended, and this decision stood automatically referred to Council in accordance with Standing Order 42(1) as a policy matter.

RESOLVED

3. That the Policy relating to homeless applicants to whom a duty is owed under the Housing Act 1996 (Part VII) be amended by dispensing with Non Secure Tenancies, giving applicants a sufficient number of points to ensure that they can be offered an Introductory Tenancy straight from the Waiting List.

4. That the new policy take effect from 2 January 2001.

5. That applicants with existing Non Secure Tenancies:

(a) who wish to remain in their existing dwellings be transferred into Introductory Tenancies
(b) who wish to move to alternative accommodation be granted an Introductory Tenancy and be given the assurance that their application will be treated as a management priority case for a move.

(d) Retail Study of Waveney

On 9 November 2000 the Executive considered a report which outlined a need to employ consultants to undertake a joint study with Suffolk County Council for retail and regeneration purposes.

The Executive recommended that consultants be employed and that funding be partially met by a supplementary estimate of £10,000, and this decision stood automatically referred to Council in accordance with Standing Order 42(1) as a matter where there was no budget provision.

Whilst happy to endorse the recommendation, members wished to make it clear that the four market towns would be included in the study.

RESOLVED

6. That approval be given in principle to employ consultants to undertake a study for retail and regeneration purposes, including the four market towns, with the costs being met by a contribution of approximately £10,000 from the budget for the preparation of the Local Plan, a County Council contribution to be negotiated, and a supplementary estimate of £10,000.

(e) Best Start - Business Start Up Programme

On 9 November 2000 the Executive considered a report which outlined an approach from the Lowestoft Enterprise Trust for funding to assist the continuation of the Best Start Business Start up programme for a further 18 months.

The Executive recommended that funding of the programme continue up to June 2000, and this decision stood automatically referred to Council in accordance with Standing Order 42(1) as a matter where there was a commitment of forward budget.

RESOLVED

7. That the Council agrees to continue to fund the Best Start Business Start Up programme for the period up to June 2002 at a cost of £20,000 per annum, to be met from the existing budget

(f) Modernisation Agenda - Area Forums

Prior to this meeting, the Executive had considered a report which dealt with the next phase of implementing Area Forums, following a meeting of the Area Forum Member Officer Group.

The Executive recommended that each Forum be allocated £5,000, totalling £40,000, to spend, and that decision stood automatically referred to Council in accordance with Standing Order 42(1) as a matter where there was a commitment of forward budget.

RESOLVED

8. That each Local Government Forum be allocated £5,000 within the next financial year to spend in accordance with Council spending plans and authority.

(g) Wherry Lines Community Rail Partnership

Prior to this meeting, the Executive had considered a report which updated members on progress and future plans for the Community Rail Partnership, and proposed a funding contribution for next year.

The Executive recommended that the Council make a contribution of £3,500 towards funding of the Partnership for 2001/02, and this decision stood automatically referred to Council in accordance with Standing Order 42(1) as a matter where there was a commitment of forward budget.

RESOLVED

9. That the Council continue to support the Community Rail Partnership and that the sum of £3,500 be allocated for 2001/2002.

(Councillor Graham declared an interest in item (g) above and left the room during the debate).
