V28-654 : CHANGE EVALUATION TEAM

The report of the Corporate Director (Community Services) set out the purpose of the Change Evaluation Team and the work completed to date. Four members were also asked to join the Team in the next stage of its work.

Messrs. Gallagher and Smith outlined the report, with the key issue seen as effectiveness. The report was a living document, which would be constantly updated. Councillor's diaries had been issued for a five week period for every Council related issue to be recorded and then analysed. The Team had already interviewed the Chief Executive and The Leader, and the Corporate Directors and Panel Chairmen were to be. All recent meetings had been observed, and a similar exercise would take place in the new year. A members questionnaire was also to be issued in December 2000, and the Area Forum's would be monitored when they commenced. By February 2001's Scrutiny Panel meeting their Final, rolling, Plan would be available.

The report also asked for four members to be appointed to join in the work of the Team. The Chairman asked what the frequency of meetings and the commitment necessary would be. The Team replied that the next meeting was set for 20 November 2000, when it could be discussed whether all four members needed to attend each meeting, and arrangements made to suit. The Head of Personnel added that member involvement was an important part of the brief of the team.

RESOLVED

That the report on the work of the Change Evaluation Team be received, and Councillors Cole, Gower, Sale and Walmsley be appointed to join the Team, as an approved duty.
