V28-620 : MODERNISATION AGENDA - AREA FORUMS

The report of the Chief Executive dealt with the establishment of Area Forums following the adoption of new political structures by the Council in May.

The report considered the principle behind Area Forums, how they were constituted, the relationship they would have with other parts of the Council, and their inter-relationship with other bodies. It was suggested that a team of officers and members be established to work up the detail of the proposals and consider feedback from the pilot Southwold Forum.

RESOLVED

1. That members endorse the earlier paper to set up Area Forums, and select co-opted members in the following way:

(a) self nomination be sought from the public against a prescribed criteria also bringing the advertisement to the attention of appropriate interested parties;
(b) district council members of each Area Forum determine the appoinment of co-opted members;
(c) co-opted members serve for a period of one municipal year
(d) all other nominees are invited to attend the Forum and to indicate their willingness to be considered to serve on the Forum in the next term. They will then be considered along with any other future nominations.

2. That a team of officers and members led by the Deputy Leader be set up to develop the detail as necessary, steer Area Forums through these developments and report to The Executive as appropriate, and that the team comprises of Councillors Devereux, Kelly and Jones, 1 Conservative member and 1 Liberal Democrat/Independent member.

3. That the Area Forums commence with Southwold, and that further Forums be established as the team determines.
