V28-577 : SURE START, NORTH LOWESTOFT
The report of the Corporate Director (Community Services) informed members that Waveney had been identified amongst the third phase of the government's Sure Start Programme, which aimed to give children under three a good start in life. The most deprived areas of North Lowestoft had been chosen, not by wards but by postcodes, and £2.8 million in funding was available for the project over three years. The report described the community based project and listed the partners to be involved, and recommended that the Council be the Accountable Body for the project, with interim assistance from Suffolk County Council. Whilst welcoming the project, the Head of Financial Services felt that if the Council was to become the accountable body, a partnership as a legal entity should be established, to ensure all partners shared any liability, however unlikely.
The Corporate Director (Community Services) drew attention to the `Planning for Real' Events and Fun Days on Saturday 2 December 2000 at Roman Hill Primary School and Sunday 3 December 2000 at Poplars Primary School which would form part of the consultation process.
RECOMMENDED
That The Executive be recommended that this Council support the Sure Start Initiative for North Lowestoft, subject to further work being undertaken on the status of the accountable body, which will be reported to The Executive, and all reasonable costs being met by the Initiative.
