V28-566 : STEERING THE COUNCIL THROUGH ORGANISATIONAL AND BUDGETARY REVIEW
The report of the Chief Executive dealt with the next phase of the organisational review following the approval of the strategic direction and objectives for the organisation by The Executive in July 2000. The report was considered by The Executive at its meeting on 12 October 2000 when it was resolved that detailed discussions on the review be undertaken by each of the Policy Panels, and their proposals reported to The Executive on 9 November 2000 for debate.
The report also summarised the conclusions of the Organisation Review Days held on 2 and 3 October 2000, and sought members' views on this work. The Corporate Director (Community Services) gave a presentation on the history of the reorganisation up to this time and what the process sought to achieve. He asked members to look at the key result areas outlined in the report and to consider which of these were important for the business portfolio. Similarly, members should give thought to whether the initial proposals for the business portfolio area should be changed. Any proposals on future service delivery would need to take account of the Council's budget position, with a three year rolling budget being considered alongside a vision for the next ten years.
Regarding the key result areas, members felt that areas 1, 4 and 5 (ambition and community leadership; economic viability; and service delivery, standards and timescales) were important as far the Business portfolio was concerned.
Regarding the suggested work areas of the portfolio, they felt that the whole of Refuse should come under Business, not just the operational side. Members also felt that the operational aspects of the following services would be better coming under the umbrella of Business: Beaches and Management; Parks; Harbours (staff management); Open Spaces; Recreation Grounds; Sports Centres; Pools; Caravan Sites; Marina Theatre (staff management); East Point Pavilion and Yacht Stations.
RESOLVED
That the comments of the Panel outlined above relating to the organisational and budgetary review be considered by The Executive on 9 November 2000.
