V28-559 : STEERING THE COUNCIL THROUGH ORGANISATIONAL AND BUDGETARY REVIEW

The report of the Chief Executive was presented in full at the previous meeting of the Panel and was tabled again for the Panel to have the opportunity to discuss any further thoughts they may have had in the interim. The Corporate Director (Corporate Services and Policy) advised that since the last meetings of the three Policy Panels, their comments had been summarised in a report to be considered by The Executive on 9 November, and the portfolios had been re-grouped in the light of those comments.

In addition to their previous comments, members felt that councillors should have the opportunity to be part of any future "away days" to discuss the organisational review and the budget, which should not be left to officers to lead. In relation to a Standards Committee, subject to any future definition of the make-up being forthcoming from the Secretary of State, the Standards Panel should not be made up of members of the Scrutiny Panel, but should have an independent chairman plus two councillors, being the whips of the majority and first minority party.

RESOLVED

That the comments of the Panel outlined above relating to the organisational and budgetary review be considered by The Executive as part of the consultation on the next phase of the organisational review.
