V28-543 : WAVENEY LOCAL PLAN REVIEW - ECONOMIC REGENERATION TOPIC PAPER
The report of the Corporate Director (Regeneration and Environment) presented the Waveney Local Plan's Economic Regeneration Topic Paper for discussion. Feedback from members would identify key issues to be carried forward to the Issues Report for public consultation.
Members requested that several matters be given consideration when formulating these policies, including bearing in mind that Waveney is dependent on car and lorry transport due to poor rail communications when deciding on sites for industrial development. At the same time the Council had a duty to begin the shift in emphasis away from reliance on the car and towards sustainable forms of transport. A balance must also be achieved in accepting speculative investment to bring in employment even if this means attracting car use. Should brownfield land be protected for use by industry, or used for other purposes such as housing? Should more people be allowed to run businesses from home and perhaps regenerate their village, or should this be resisted as generating traffic? Most brownfield sites were in the Town Centre, and originally serviced by rail and water. If these were developed for other than industrial use, it would limit for ever any future rebuilding of the fishing, shipbuilding or other water-based industries. Finally, regarding new houses in villages having to be for occupation by agriculture or forestry workers only, this may be too restrictive. Perhaps new houses in villages could be built for occupation by other types of workers.
RESOLVED
That the key issues identified in the Report of the Corporate Director (Regeneration and Environment), together with the comments of the Panel on the Waveney Local Plan Economic Regeneration Topic Paper, be endorsed as the basis for public consultation.
