V28-541 : WAVENEY LOCAL PLAN REVIEW - VILLAGES AND RURAL AREAS TOPIC PAPER
The report of the Corporate Director (Regeneration and Environment) presented the Waveney Local Plan's Villages and Rural Areas Topic Paper for discussion. Again, members were asked to identify key issues to be carried forward to the Issues Report. Members felt that their job was to develop policies, and the recommendations should reflect that. Regarding rural areas, whilst scattered settlements would be difficult to build up to viable villages, members would not want policy to be so restrictive that villagers had to commute to larger towns to work. The definition of "key workers" may also need changing. Rather than restricting this to agricultural workers, key workers could be anyone whose work is of benefit to the community, for example using a redundant stable for a different purpose rather than it becoming derelict.
In the rural villages, as in the rest of Waveney, employment was essential to sustain development. The situation in the villages and rural areas should be monitored for potential development. If employment opportunities occurred whereby careful planning policy could build up a village, these should be investigated. For example, it may be possible for a single building to be a village's pub, shop and post office.
RESOLVED
That the key issues identified in the report of the Corporate Director (Regeneration and Environment), together with the comments of the Panel on the Waveney Local Plan Villages and Rural Areas Topic Paper, be endorsed as the basis for public consultation, that the newly established Area Forums for the rural wards be given a high profile role in the consultation process, and that the Panel develop a "Waveney specific" policy for the District's rural areas.
