V28-531 : STREET COLLECTION PERMIT, PERSONAL FUND-RAISING PARTNERSHIP

The report of the Chief Executive included further information concerning the above form of fund-raising as requested by members when the matter was considered by the Panel on 27 September 2000.

The Chief Executive had written to Personal Fund-raising Partnership for further details and their reply was considered, along with a copy of the Charity Fund-raising Managers Code of Practice concerning personal solicitation for committed gifts.

Great Yarmouth Borough Council had also been contacted, and felt that this sort of fund- raising was unwelcome within their district and had not at present given consent. Their solicitors however felt there was a loophole in the legislation that may mean local authorities could not prevent such organisations carrying out this form of fund-raising. The only way forward may be to request the Government to look at legislation in the context. RESOLVED

1. That the Personal Fund-raising Partnership be invited to the next meeting of the Licensing Panel to further explain their methodology to members.

2. That the Chief Executive write to the Voluntary and Community Unit at the Home Office seeking their views on this type of fund-raising.
