V28-530 : LICENSING FEES

The report of the Chief Executive detailed a proposal to recover, as far as possible, the direct costs of the various licensing regimes operated in the Chief Executive's and Housing and Environmental Services Departments. The present licensing budget provision estimated an income of £39k against an expenditure of £95k.

The report set out the present fees and estimated business for each licence and the appendices illustrated return on 3%, 5% and 10% increases for 2001/02. The Chief Executive outlined that an increase in fees of approximately 10% would best attempt to recover the deficit between income and expenditure.

Members were divided as to whether the increase should be in line with inflation or an attempt to recover the deficit. It was felt if an attempt were not made to recover the deficit, the general public were subsidising the business element. Members asked that for any future increase, the individual types of licence be looked at, as there may be scope to increase some more than others.

RESOLVED

1. That the proposed 10% increase in licensing fees, as detailed at Appendix 3 to the report of the Chief Executive, be approved.

2. That the Chief Executive be given delegated authority to advertise the proposed increases in fees where required, to come into effect on the first renewal date of each of the licences listed or by 1 April 2001, whichever falls first.

3. That if no objections are received, the Chief Executive be given delegated authority to confirm the fees as advertised.
