V28-53 : PLANNING APPLICATION REFERRED FOR DECISION
W1180/30 - OFFICE BUILDINGS, CARLTON MANOR, CHAPEL ROAD, CARLTON COLVILLE The report of the Head of Planning report set out the planning considerations relating to the siting of a proposed office development at the above site. The proposal was considered contrary to Local Plan Policy relating to industrial development in the countryside, and there were a number of existing industrial estates in the area which were more appropriate and had availability. The applicants had provided a letter setting out preliminary enquiries regarding the site, which was circulated to members, but this was not considered sufficient evidence of a demand for this type of development to justify an exception to Policy, He recommended refusal.
The Development Control Committee considered this application at its meeting on 16 February 2000 and recommended approval for outline permission. As this was a departure from Policy the matter was referred to The Executive for a decision.
Beforefore the commencement of the debate, members reported that they had all received a letter from the applicants in relation to supporting the proposal. Members felt that the Policy was there not only to protect development of the open countryside but to ensure the economic viability of the area's existing industrial areas. It was considered that there was insufficient justification to approve an exception to the Policy at this particular instance. RESOLVED
That outline planning permission be refused to application W1180/30 on grounds that it is contrary to the Waveney Local Plan and that the applicant has failed to provide sufficient evidence of demand.
