Application for retention of car parking area with decking above.
The report of the Corporate Director (Regeneration and Environment) set out a retrospective application to retain a structure which had been built in the rear garden of the above Listed Building in Broad Street, facing onto Nethergate Street. Whilst described in the application as a "covered car parking area", it was in reality a garage with a patio on its roof enclosed with palisade fencing.
Listed Building Consent was granted two years ago to renovate outbuildings as part of the Bungay Workshops Grant Scheme, and the site plan at the time identified a parking area accessed off Nethergate Street. This was understood to be intended for customer parking. The building which had been erected was of rough blockwork, topped with a flat roof at the same level as the rear garden of the house. This area had been enclosed with palisade fencing so as to facilitate its use as a roof terrace.
In planning terms the structure was considered unacceptable in appearance. The building was dominant in the street scene and of poor design. The impact upon the neighbour directly opposite in this narrow street was severe, with the interior view of the garage dominating the outlook from the living room window. There was also a clear line of sight into this room from the roof deck which would result in loss of privacy for the neighbour, who objected to the application. The Town Council recommended refusal, and that was the recommendation of the Director, together with enforcement.
RESOLVED
That planning permission be refused to application W11970/5, and that the Chief Executive authorised to take enforcement action to ensure removal of the structure.
