V28-52 : PLANNING APPLICATION REFERRED FOR DECISION

W2397/11 - FORMER GLASSWORKS AND SHOWROOM, WHAPLOAD ROAD, LOWESTOFT

The report of the Head of Planning concerned the proposed enlargement of the retail floorspace of a carpet and soft furnishings outlet on the Beach industrial estate. The site were outside the town centre and there were Local Plan and Government policies against such use where it was on an industrial area, but not ancillary to an industrial process or warehouse use; he recommended refusal.

The Development Control Committee considered this application at its meeting on 19 April 2000 and recommended approval. As this was a departure from Policy the matter was referred to The Executive for a decision.

Members were in agreement with the Development Control Committee and felt this part of the industrial area had been used as a retail centre for a considerable time. However, they were mindful of not setting a precedent which could encourage new businesses to locate her, and wished to approve the application on a personal basis and restricted to the sale of carpets and other soft furnishings.

RESOLVED

That planning permission be granted to application W2397/11, personal to the applicant, and subject to the restriction of sales of carpets and other soft furnishings only.
