Application for change of use from commercial to residential.
The report of the Corporate Director (Regeneration and Environment) advised that Rosina Jennings Hall had been vacant and for sale for some time. It was a relatively small hall which had been extended in the past with a flat roof side extension. The main hall was painted white with wooden arch windows, and had a natural slate roof.
It was proposed to convert the property to provide one residential unit. There were no external alterations, and internally an open mezzanine level would be created. It was important that the external appearance of the building was retained, particularly the windows.
In principle there was no objection to the use of this building as one residential unit, but there was no off-street car parking or potential to create any. However, the last use as a public hall potentially generated high volumes of traffic, as would any alternative use for the building. In view of this, the Director recommended approval subject to conditions. RESOLVED
That planning permission be granted to application W10193/4, subject to retention of the original windows and removal of permitted development rights.
