Application for construction of house and garage.

The report of the Corporate Director (Regeneration and Environment) concerned an application to erect a two storey terraced property on a vacant plot set between two pairs of semi-detached houses. A detached timber garage was proposed to the rear of the site, and the design of the property generally reflected that of the adjoining Victorian style terracing. The owners of the adjoining properties objected on grounds of loss of value and damp problems.

The irregular shape of the plot created problems in terms of the roof design to the rear of the property which necessitated the rear projection having a flat roof. This was visually unacceptable and would be particularly dominant on the neighbour to the north. The design would be improved by removal of the first floor flat roof, and therefore a reduction in floor space at first floor level. The design would then meet policy requirements and be acceptable, however the Director recommended refusal of the submitted proposal.

Members concurred with this view, but were happy to delegate authority to approve an amended design.

RESOLVED

That planning permission be refused to application W17727, but that the Corporate Director (Regeneration and Environment) be given delegated authority to grant planning permission to an amended design, removing the first floor flat roof element of the application.
