V28-514 : W8102/30 - KIRKLEY HIGH SCHOOL, KIRKLEY RUN, LOWESTOFT
Application for construction of classroom block with parking and landscaping. The report of the Corporate Director (Regeneration and Environment) requested members' views on an application which would ultimately be determined by Suffolk County Council. The proposal represented a major classroom extension to the High School. Eight new classrooms including a social room would be provided, and the new building was located within the central area of the school complex and was well designed.
The main concern was the suggestion that the scheme represented only a part of future development at the school, with a view to increasing pupil numbers from 1100 to 1400. Kirkley Run already suffered from an on-street parking problem and traffic congestion associated with the school use. An increase in pupil numbers of some 25% would clearly exacerbate existing problems. The Director therefore recommended that these concerns be reported to the County Council with the view that a new school site should be considered. Members concurred with this view, and asked that a strong letter be sent to the County Council setting out their concerns and requesting that they advise the District Council what they intended to do with regard to the increased pedestrian and road traffic if the application was approved.
RESOLVED
That Suffolk County Council be advised that this Council objects to the granting of planning permission to application W8102/30 on grounds of increased pedestrian and vehicular traffic.
(Councillors Rodgers and Rose declared an interest in the above item, and whilst they did not speak or vote on the application, they remained in the room during the debate).
