Application for change of use from office to residential.

The report of the Corporate Director (Regeneration and Environment) outlined a resubmission of an application which had previously been refused by the Panel as being contrary to policy on infill and conversion of rural dwellings. Since the refusal the applicants had indicated their willingness to accept a condition which would restrict occupation of the dwelling in association with the business use of the land and buildings to the rear.

The building to be converted was physically attached to the buildings at the rear used in association with the business, and this was not therefore a suitable environment in which to create a dwelling which would not be linked in any way to the business use of the site. The proposal would not have any adverse neighbour impact, and the proposed occupation link with the business was an acceptable solution. There would also be the benefit of providing on-site security, and the Director recommended approval subject to occupation in association with the business.

RESOLVED

That planning permission be granted to application W4186/10, subject to a condition restricting occupation of the dwelling in association with the business use of the site.
