Application for extension and alterations to residential care home.
The report of the Corporate Director (Regeneration and Environment) reminded members that the above application had been deferred at minute V28-289 for further negotiation with the applicant on a reduced design. The application was for a substantial rear extension to 33 and 35 Kirkley Park Road, with a link between the two properties.
(Councillor Aldous and Councillor Thorne joined the meeting at this point of the proceedings). On the amended plans submitted by the applicant, no reduction in the footprint had been made. The major change was to the roof design of the main rear extension which was originally hipped but had been reduced in size by creating three pyramid shaped roofs incorporating smaller link roofs. In visual terms this would reduce the overall impact, but did not overcome previous objections.
The proposed car parking area at the front of no. 33 had been deleted, which improved the visual appearance but was likely to lead to greater on-street parking. The proposed parking was below the required standard.
In assessing the application the impact on existing residential amenity and impact on the Conservation Area were the key considerations. Although mainly shielded from Kirkley Park Road by existing buildings, the sheer size of the extension meant there was some visual impact on adjacent dwellings, although the amended roof design reduced this impact. The loss of a substantial part of the rear garden was also a consideration, and as such the proposal was still considered over-development. The application was therefore contrary to policy.
Whilst an extension to the premises could be considered acceptable, there should be a considerable reduction in size to the present application. The Director recommended refusal.
Before commencement of the debate, Councillor Aldous declared receipt of lobbying letters from the applicant and neighbours. Councillor Hinton also declared receipt of a letter concerning the application, and it became clear that all members had received some correspondence.
RESOLVED
That planning permission be refused to application W899/15.
