Application for change of use from former art gallery to preparation of hot food for delivery and listed building consent for erection of hanging sign.
The report of the Corporate Director (Regeneration and Environment) advised that Cransford House was a Grade II listed building in the Bungay Conservation Area. Its location on Broad Street was on the periphery of the commercial town centre where there was a mix of commercial/business and residential uses.
The applicants proposed to prepare hot meals on the premises, to be delivered locally, predominantly by electric bicycle. It was not intended to be a take-away visited by members of the public, and orders would generally be placed by telephone. The food preparation would be carried out in the existing large kitchen which was on the ground floor of the modern rear extension.
The proposed use of part of the house for this purpose appeared to be acceptable in principle, although the Town Council had expressed objections on the grounds that Cransford House was a residential property and unsuitable for the proposed business use. They raised concerns about effect on the amenities of neighbours and the number of vehicle movements. However, officers felt that provided the business was only run at a small, low key level it would be acceptable and would not have a significant adverse impact on the amenities of neighbouring properties. Conditions could be imposed restricting the extent and type of activity permitted, and the Director recommended approval. Concerning application W7829/15, the size of the proposed hanging sign had been reduced and was now acceptable. Members concurred with the views of the Director, but were concerned that no takeaway activity should be allowed to develop at the site and wished for a condition to be attached to permission to ensure this did not happen. They also wished the permission to be personal to the applicant.
RESOLVED
1. That planning permission be granted to application W7829/14, personal to the applicant, subject to satisfactory details of extraction equipment to meet the requirements of Environmental Health, without harm to the character of the Conservation Area or Listed Building, and subject to no hot foot takeaway activity. 2. That listed building consent be granted to application W7829/15, with the sign reduced to an acceptable size.
