V28-493 : W17692 - VALLEY FARM BUILDINGS, VALLEY FARM, FROSTENDEN
Application for change of use of outbuildings to builders office and store. The report of the Corporate Director (Regeneration and Environment) concerned a proposal for use of Valley Farm outbuildings as a builder's office and store. The buildings were set within the curtilage of Valley Farm House, accessed via a 220 metre long track from the A12, which also served three other properties and acted as a public footpath. The applicants had offered to resurface the track.
The house and outbuildings were prominent in the landscape and visible from the A12. The outbuildings were fit for the purpose, and the area around them had been fenced. Internal works were currently being carried out to the outbuildings to create the office and storage area. The Parish Council recommended approval of the application, however visibility to the north from the access to the site was limited and the Highways Agency objected to the use of the access for any purpose that generated more movements per day time than normally associated with use as a residential property. The Director recommended refusal. Members concurred with this view, and also wished for enforcement action to be taken to ensure compliance.
RESOLVED
That planning permission be refused to application W17692, and that the Chief Executive be authorised to take enforcement action to ensure compliance.
