Application for demolition of existing garages and construction of three dwellings and car parking.
The report of the Corporate Director (Regeneration and Environment) advised that two objections had been received to the above proposal concerned with overlooking, car parking, access, loss of privacy and security and disturbance during building works. The application site related to the former Wherry Garage building situated behind properties on Bridge Road with access from an unadopted road via Commodore Road. The garage building occupied the majority of the site and was very large and dominant, and in close proximity to residential properties. It was proposed to demolish this building and erect a terrace of three houses. Two car parking spaces would be provided on one side, and two additional off-site spaces on the applicants' car park further down the access road. The principle of residential development on the site was acceptable and would ensure the removal of a non-conforming use in this predominantly residential area. Following concerns being expressed about the scale of the dwellings and unacceptable impact on neighbours, it had been suggested that the number of dwellings be reduced to two, which would enable parking to be accommodated on the site, reduce the overall height of the houses and make use of the roof space to avoid first floor windows at the rear
An amended scheme had been received but still showed a terrace of three houses. The bed spaces had been reduced to 2/3 bedrooms with dormer and velux windows to avoid overlooking. The overall scale of the dwellings had been reduced to 1.5 storeys and front elevation changes reflected a more traditional cottage style. The amended scheme overcame officers' concerns, and the overall design concept was now acceptable. The Director recommended approval of the amended scheme.

That planning permission be granted to application W10508/1.
