V28-491 : W536/64 - KESSINGLAND BEACH HOLIDAY PARK, BEACH ROAD, KESSINGLAND
Application for enclosure and improvement of swimming pool, construct all weather sports area, adventure play area, roads, car parks etc, and site additional holiday caravans. The report of the Corporate Director (Regeneration and Environment) set out an application for redevelopment of on-site facilities and changes to holiday accommodation at the above site. It was proposed to enclose the existing outdoor swimming pool and incorporate new changing facilities, wet play facilities and terraced seating areas. The small indoor pool would be converted to an outdoor pool.
The changes to the holiday accommodation consisted mainly of removal of the majority of chalets/lodges and replacement with static caravans. It was also proposed to phase out all berths for touring caravans and replace with static caravans. At present there was a total of 448 units on the site, and the proposal would reduce the total to 428 comprising 402 static caravans and 26 chalets. It was also proposed to operate the site on an all year round basis, and the Parish Council objected to this due to condition of access roads during winter months.
The proposed changes to the type of holiday accommodation provided on the site were considered acceptable, and with the total units not actually increasing there was likely to be a reduction in traffic moving to and from the site. The site would be further landscaped with new tree and shrub planting, and the proposed changes would therefore not have an adverse impact on the Area of Outstanding Natural Beauty or adjoining residential areas. The Director recommended approval subject to conditions.
RESOLVED
That planning permission be granted to application W536/64, subject to adequate proposals for landscaping, detail of buildings and control over all year occupation being constrained by flood risk and winterisation methods.
