Application for construction of 92 dwellings, garages, roads and sewers. The report of the Corporate Director (Regeneration and Environment) set out the planning history of the above site, commencing with outline planning permission for residential development in 1989 and ending with the most recent permission to grant the road layout to serve the above development at the last meeting of the Panel.
The development would provide 92 dwellings plus a pond, open space and informal open space alongside a footpath/cycleway in a satisfactory layout. To the south east of the site there was an existing nursing home and sheltered housing, and the original development plan included a footpath/cycleway link on this land. Members agreed to delete this protected route and an alternative would be provided between the housing development and the north end of Blyford Road via Bentley Drive.
The overall scheme would provide an interesting layout influenced by the retained natural features on the site and enhanced by provision of open space. As the open space provision exceeded the requirements of the outline planning permission, some latitude with regard to commuted maintenance contributions would be appropriate, to which members agreed. The scheme complied with the Council's standards and guidelines, and would complement earlier approved phases of development. The Director recommended approval subject to conditions.
RESOLVED
That the Corporate Director (Regeneration and Environment) be given delegated authority to grant planning permission to application W6791/49, subject to the imposition of appropriate conditions including lopping/pruning of trees and hedges and the successful completion of a Section 106 Agreement with regard to the provision of commuted maintenance payments towards informal open space alongside the footpath/cycleway, the provision of seating and landscaping on the open space, and the pond.
