Application for the conversion of farm buildings to residential use, and listed building consent for conversion to residential, including some demolition.

The report of the Corporate Director (Regeneration and Environment) outlined a scheme to convert two single storey outbuildings on the south side of a large, timber framed, Grade II listed barn to residential use. The barn would not be converted, but repaired and retained in its present use as storage. The larger outbuilding would be converted into a four bedroom dwelling, and the smaller into a two bedroom cottage. Curtilages would be created by building new 1.2 metre high brick and flint walls and turning the covered yard area into a courtyard garden.

The main planning issues centred on the requirement to protect the listed barn, potential impact on the setting of Mutford Hall and the Area of Outstanding Natural Beauty, and access. Officers felt the proposed conversion of the single storey outbuildings into dwellings was acceptable, subject to legal agreements to safeguard the future of the listed barn and to improve the means of access, and recommended approval subject to this.

RESOLVED

That the Corporate Director (Regeneration and Environment) be given delegated authority to grant planning permission and listed building consent to applications W16660/4 and W16660/5 respectively, for conversion of single storey outbuildings to two dwellings, in conjunction with a Section 106 Agreement on repair and retention of the Grade II listed barn, provision of passing places on access road and removal of permitted development rights.
