V28-483 : W2635/10 - INDUSTRIAL BUILDINGS, ROTTERDAM ROAD, LOWESTOFT

Application for change of use from engineering to manufacture/storage/main distribution centre and retail for timber products.

The report of the Corporate Director (Regeneration and Environment) set out an application from Ananas and Dansk to relocate their current business activities from their Camp Road site. Four letters of objection had been received, including one with 16 signatures, concerned with parking, through traffic, dust, rubbish, pollution, Rotterdam Road not being suitable for retail, noise and deliveries.

The site had been vacant for some time, and was adjacent to and shared an access with the Council's Depot site. 25% of the building would be used for retail, with pedestrian access via the car park at the rear. Thirty car parking spaces were proposed, and there would be approximately 12 full time and five part time staff.

Rotterdam Road was a mixed commercial/residential area, and change of use of this general industrial building to the proposed mix of uses was appropriate for this location. The manufacture process did not involve the use of any heavy machinery and should not generate any noise problems. The Director recommended approval, personal to the applicant, and subject to the amount of retail space being limited to 25% of the floor area.

Before commencement of the debate, and in accordance with Standing Order 45(3), a non- member of the Panel, Councillor Jones, addressed the Panel against the application. He said deliveries would be via 40 foot long lorries, which he feared may not be able to turn within the site, and at Camp Road these "two deliveries per week" sometimes happened both at once, meaning an 80 foot long double lorry load accessing the site. The Director then presented a diagram which showed the double lorry delivery would be able to manoeuvre within the site. The Council's Highway Engineers were happy that all parking of lorries and deliveries would be able to take place within the confines of the site.

Prior to the debate Councillors Devereux, Cracknell, Skipper and Baxter declared receipt of correspondence from Ananas and Dansk.

RESOLVED

That planning permission be granted to application W2635/10, for this use only, personal to the applicant and subject to a maximum retail area of 25% of the total floor area.
