V28-482 : W3458/3 - NO 7 AND LAND REAR OF NO 3, BRIDGE STREET, HALESWORTH
Application for creation of two additional flats, conversion of outbuildings to form three dwellings and construction of seven houses with associated storage and car parking. The report of the Corporate Director (Regeneration and Environment) reminded members that a site visit had recently taken place at the above location. The original proposal was to create 12 residential units, being a terrace of seven two-bedroom houses running parallel with and fronting Saxon Way, sub-division of two existing flats on the upper floors of 7 Bridge Street into four smaller self-contained units and conversion and renovation to outbuildings at the rear of number 7 to create two two-bedroom units and a single storey one bedroom unit. This had now been reduced by negotiation to a single dwelling in the former bakery outbuildings with a private garden.
Fourteen parking spaces would be provided, with access via the existing vehicular access between 3 and 5 Bridge Street. The Highways Agency was concerned at any increase in traffic using this access, and the applicant suggested widening the footpath and incorporating traffic calming measures into the scheme. The Environment Agency was also concerned at the potential for flooding of the site, and would require a compensatory floodplain element to be included in the development. The Town Council recommended refusal due to over-use of the site, high density, no allowance for retail development, overlooking and access.
The Director recommended approval of the revised scheme, incorporating two fewer properties. Members, however, felt that they could not approve the scheme until the Highways Agency and Environment Agency were happy with it, and also that the Town Council had had the opportunity to consider the revised proposals. They were therefore minded to defer the application.
RESOLVED
That consideration of application W3458/3 be deferred pending receipt of the views of the Highways Agency, Environment Agency and Town Council.
