V28-481 : W14210/2 AND /3 - REDUNDANT CINEMA SITE, BROAD STREET, BUNGAY

Application to demolish existing buildings and redevelop site to provide ten residential units and associated works, and conservation area consent to demolish redundant cinema building.

The report of the Corporate Director (Regeneration and Environment) reminded members that a site visit had recently taken place at the above location. The proposal represented a brownfield opportunity located just outside the defined town centre area of Bungay. Broad Street was a street of mixed uses with retail/commercial uses occupying premises close to the Market Place and residential properties predominating toward the bypass.

The proposal was for the complete demolition of the Mayfair Cinema, which had been closed for some time, and the redevelopment of the site with a three storey building and attic to accommodate 11 two-bedroomed flats. The building would be sited on the Broad Street frontage with a side access leading to 11 parking bays and communal walled garden. The overall layout of the site was spacious, and the proposed new building would occupy a much smaller footprint and be less bulky than the existing cinema building. Revisions to the layout and design had greatly reduced the potential overlooking, and the main outstanding issue of concern was the height of the proposed building.

There were examples of three storey buildings in the centre of Bungay, and Broad Street was a wide street where buildings of varying heights contributed to the overall character. On the other hand there was widespread local opinion that the building would be too tall for its site, and the Town Council recommended refusal. Nine neighbour responses had been received with concerns including the proposed building being out of scale with surrounding properties, overlooking and objection to demolition of cinema foyer.

The building would be finished in materials to match nearby listed buildings, with timber sash windows and pronounced eaves. On balance the Director recommended approval of the scheme.

RESOLVED

That planning permission and conservation area consent be granted to applications W14210/2 and W14210/3 respectively.
