Application for porch and lounge extension.
The report of the Corporate Director (Regeneration and Environment) advised that there was an original front canopy porch with metal roof on this mid-terrace property, which was characteristic of other properties in the street. The proposal was to erect a full width front extension, measuring approximately 1.5 metres deep with a hipped roof. Along this stretch of Wisset Way there were no other full width front extensions.
Local Plan policy stated that extensions should be in keeping with the character, size and design of existing dwellings and not have an unacceptable appearance in the street scene. The introduction of a full width extension would be out of character and set an unacceptable precedent for further extensions. If the extension was not full width, with a shallower, unhipped roof, it may be possible to approve a smaller version of the extension which would still provide the lounge extension the applicant required. The Director produced a sketch drawing illustrating the principle of what he had in mind as a possible compromise solution. This had yet to be discussed with the applicant, and any formal amendment of the application would require his consent. The Director recommended refusal of the current application and sought authority to continue negotiations with the applicant on an amended scheme.
Before commencement of the debate, and in accordance with Standing Order 45(3), a non- member of the Panel, Councillor J Winterton, addressed the Panel in favour of the application. Members concurred with the views of the Director in relation to the scale of the present proposal, but were happy to delegate approval of a smaller extension if that could be agreed with the applicant.
RESOLVED
That planning permission be refused to application W17645/1, and that the Corporate Director (Regeneration and Environment) be given delegated authority to grant planning permission to a reduced scheme, subject to the applicant being happy with this.
