Application for construction of three bungalows and a shop unit with flat above, and conservation area consent for demolition of outbuildings.
The report of the Corporate Director (Regeneration and Environment) reminded members that a site visit had recently take place at the above location. The potential for a mixed use residential development of the site had been recognised for a number of years, and a more ambitious scheme had been put forward almost a decade ago.
The proposal would involve the creation of two small courtyards, one residential and one retail. The residential area would be accessed via the existing access onto Blyburgate, and would consist of three chalet bungalows grouped around a yard. Each unit would have an integral garage, driveway and turning area, and there would be four additional parking bays in a communal area as well as car spaces for numbers 35. 37 and 39. The Director felt the turning spaces were unnecessary and it would be preferable to have larger gardens. The properties would be wheelchair accessible, and the design theme would reflect the Dutch gables seen on other buildings in the vicinity, producing a harmonious addition to the townscape.
The second courtyard would be a small paved enclosure fronted by shops which would rely for its pedestrian flow on a new access created from the Blyburgate car park. A new two storey building incorporating a shop on the ground floor with a flat above would be built, and an existing outbuilding would become a retail area with a shop window onto the courtyard. The proposal involved the deletion of one of three free short term parking bays, and the developer was willing to undertake re-scheduling of the free spaces. However, such a narrow access would be undesirable and ideally the end three spaces should be taken up to create an attractive landscaped entrance to the development, with the free spaces being re-assigned further along the row. The Director recommended approval, subject to satisfactory reorganisation of the car park, if necessary by means of Section 106 Agreement, and high quality materials, paving and landscaping.
Members were happy with that recommendation, but were concerned that the entrance into the site should be through the centre of the car park spaces, with vegetation either side, to reduce risk of conflict between pedestrians and vehicles. They asked that officers look at that possibility and update members on the situation at a future meeting. RESOLVED
That planning permission and conservation area consent be granted to applications W12719/10 and W12719/11 respectively, subject to satisfactory reorganisation of the Council car park, if necessary by means of a Section 106 Agreement, and use of high quality materials, paving and landscaping.
