V28-446 : ILLEGAL ENCAMPMENT OF TRAVELLERS

The report of the Chief Executive was considered as a matter of urgency, under the statutory provision accorded to the Chairman, in response to a Notice of Motion submitted to Council by Councillor Bee and deferred to The Executive.

At the last meeting of The Executive a brief report was given on progress with the adoption of a county-wide policy for dealing with the illegal encampment of travellers. The revised policy had now been processed through the Police's Human Rights auditing system and the Council had recently received the recommendations of the Police. The Suffolk District Authorities and the County Council were to meet on 27 September 2000 to discuss these recommendations and any other outstanding issues.

Assuming that a general consensus of agreement was reached the revised policy would be submitted to the meeting of The Executive on 12 October 2000 for consideration and adoption by members. In the event of there being no agreement, further discussions would be necessary between the police and other authorities and a report would be made to The Executive setting out progress to date and the outstanding issues.

Councillor Bee made the following comments which he wished to see expressed to the meeting being held on 27 September 2000 for consideration:

(a) a three month radius ban should be imposed when travellers are `moved on'; (b) the legal procedure should be fast tracked to streamline eviction.

RESOLVED

1. That the comments of Councillor Bee on the illegal encampment of travellers be expressed to the meeting arranged on 27 September 2000.

2. That a report be presented to the next meeting of The Executive providing an update on progress with the adoption of a county-wide policy for dealing with the illegal encampment of travellers.
