V28-402 : BEACONS OF LIGHT PROJECT - LOTTERY BID

The report of the Corporate Director (Regeneration and Environment) provided an outline of the Beacons of Light Project at the Claremont and South Piers, which would form part of the Lowestoft Maritime Art Trail. The Public Art Panel had considered and approved the artists' proposals titled, "Pier and Ocean", as a basis for public consultation, which would proceed if a majority of comments received were positive.

The Panel also supported the advice of Commissions East to make a bid to the Arts Lottery to meet the funding shortfall of £20,000. The bid would be made under the Regional Arts Lottery Programme, and due to the deadline to commit the European Objective 5b funding it had been necessary for the Head of Planning, in consultation with the Chairman, to submit this bid by mid-August.

Whilst the capital costs of the Project would be met by external funding, the estimated maintenance costs of £950 per annum would need to be absorbed into the Council's existing maintenance budget.

RESOLVED

That the action of the Head of Planning, in consultation with the Chairman, in submitting a bid to the Regional Arts Lottery Programme for the Beacons of Light Project at the Claremont and South Piers and a related educational and publicity programme, be confirmed.
