V28-378 : CHANGE EVALUATION TEAM
The report of the Director of Waveney Contract Services provided details of the recently established Change Evaluation Team (CET) which comprised of an officer from each department and the Director of Waveney Contract Services as facilitator. The first objective of the CET was to draw up a plan to evaluate the effectiveness of the new political structures. This would include a list of the objectives of the new political structure and the mechanisms that could be used to determine whether those objectives were being met and how the political process would be improved if necessary.
It was proposed that the CET would report directly to the Scrutiny Panel. Once the plan was prepared and approved it would be necessary to involve members in the actual evaluation through membership of CET. It was proposed that this representation should consist of two Labour, one Conservative and one Liberal Democrat/Independent drawn from the Scrutiny Panel.
The Chief Executive spoke briefly on the Peer Review pilot scheme being undertaken by several other local authorities, and the potential for the CET to draw upon this or even develop the model more locally. It was felt that a discussion paper on this topic would enhance members' understanding.
RESOLVED
1. That the establishment of the Change Evaluation Team be noted, and that the Team reports directly to the Scrutiny Panel on progress.
2. That at the appropriate time four members, two Labour, one Conservative, one Liberal Democrat/Independent., be appointed by and from the Scrutiny Panel to join the Team to carry out the evaluation.
3. That a discussion paper on Peer Review be presented to a future meeting of The Executive.
