V28-376 : CAPITAL STRATEGY

The report of the Director of Central Services provided a draft Capital Strategy statement prepared by the Capital Programme Monitoring Group, which was required under the Government's new "Single Capital Pot" proposals.

The purpose of the Capital Strategy was to show how the Council determined its priorities and approach to capital investment. The strategy needed to consider all aspects of capital expenditure within the authority and extend to areas where an authority was able to apply significant influence on others through the use of its capital resources. The Strategy would eventually influence the allocation of credit approvals to each authority, but the Government proposed a "dry run" this year and had requested that a Capital Strategy statement be provided to Go-East by 31 July 2000.

RESOLVED

That the Capital Strategy Statement be approved for submission to Go-East.
