V28-366 : NORTH LOWESTOFT HERITAGE AND ECONOMIC REGENERATION SCHEME

OBJECTIVE 2 BID

The report of the Head of Planning set out a proposed bid for Objective 2 European funding of over £600,000 for a regeneration scheme for the Triangle/High Street area.

The bid involved townscape and environmental improvements, continuation of events programme and upgrading facilities at Triangle Market to create a self sustaining market. This would have substantial tourism benefits and would achieve continued inward investment and job creation by local businesses and sustain continued regeneration of the High Street area.

RESOLVED

1. That a bid for Objective 2 European funding for the Triangle/High Street area as set out in the report of the Head of Planning be approved, and that £40,000 identified in the 2001/02 capital budget for replacement W.C. provision be treated as a commitment of forward budget to secure replacement W.C.'s at the Triangle Market, together with £4,500 from the Local Agenda 21 revenue budget 2001-03.

2. That Commercial Building Refurbishment Grants, under the Heritage and Economic Regeneration Scheme, be offered with immediate effect.

3. That subject to the approval of the above Objective 2 bid, the Heritage and Economic Regeneration Schemes Project Officer's contract be extended pro rata until 31 March 2003 to match the duration of the Scheme.

4. That a detailed report regarding the other staffing arrangements for the Triangle events and promotions programme be presented to a future meeting of The Executive.

5. That details of the options for mechanisms for future market operation and business promotion at the Triangle/High Street area to be presented to a future meeting of The Executive.
