V28-326 : STREET COLLECTION PERMIT, PERSONAL FUND-RAISING PARTNERSHIP
The report of the Chief Executive detailed that the Council had been approached by an organisation called the Personal Fund-raising Partnership. Members considered a copy of their letter, noting that the public were not asked for a donation, but to express support for an organisation by completing a Direct Debit form. The method of collecting did not constitute a charity collection, but some local authorities required a Permit to be applied for, bringing the organisation into line on the same grounds as a charitable collection. Members were concerned at the nature of the company, which was felt to be almost of business rather than charitable status, in which case a Street Trading Licence may be more appropriate. The Chairman felt that more information was needed, perhaps in an auditors' report or at least a break down of their administration costs. Officers were aware that other authorities had carried out a similar exercise and would contact them for their views. RESOLVED
That the issue of any Permit or Licence to the Personal Fund-raising Partnership or similar body, be deferred for further information.
