V28-317 : CAXTON ARMS, BECCLES, PUBLIC ENTERTAINMENT LICENCE

The report of the Chief Executive detailed an application for a Public Entertainment Licence for the above premises for Monday to Saturday nights from 7.00 to 11.00pm.

The application had previously been approved for a trial period of six months at the meeting of the Panel meeting held on 16 March 2000. On 20 May 2000, the Director of Housing and Environmental Services received a complaint of loud amplified music, which was dealt with by the Out of Hours Service. The music as witnessed amounted to a Statutory Nuisance as defined under the Environmental Protection Act 1990 and a Notice was served prohibiting the recurrence of the same.

The applicant was apologetic and keen to resolve the issue, attempting some noise attenuation measures. The Director felt all that was needed was to turn the volume down. Additionally, the applicant had still not completed public safety works required by the Fire Officer to allow the Licence to be granted. In light of these factors the Director sought to restrict the Licence to a period of three months rather than the six as previously recommended.

RESOLVED

That upon achievement of the required public safety standard of the Suffolk Fire Service, a Public Entertainment Licence be issued for the Caxton Arms, Ravensmere, Beccles for Friday and Saturday nights from 7.00pm to 11.00pm for an amended trial period of three months, to allow further monitoring to take place.
