V28-316 : HACKNEY CARRIAGE/PRIVATE HIRE DRIVING LICENCE REFERENCES
The report of the Chief Executive proposed a revision of the conditions attached to Hackney Carriage and Private Hire Drivers licences.
A Hackney Carriage Proprietor had asked that licensed drivers having to submit two written character references every third year renewal, be revoked. He considered the references required at first grant of a Licence to be sufficient, as any misdemeanour should be revealed by the Police check requirement. Additionally, the Enforcement Officer knew the majority of the drivers and was aware of what was happening in the trade. There was also the embarrassment of repeatedly having to ask people for references.
The Police check requirement was only true of convictions recorded at the National Identification Bureau, Crimes and Major Traffic Convictions, but it was agreed that the other factors now made the original content of the condition unnecessary.
RESOLVED
That the need for licensed drivers to submit two written character references for every third year renewal of their Licence request be revoked, and the conditions attached to Hackney Carriage and Private Hire Drivers licences altered accordingly.
