Application for alterations to outbuildings and replacement roof.
The report of the Corporate Director (Regeneration and Environment) advised that objections had been received relating to the retrospective status of the above application, as well as excessive size and being out of character with the conservation area. The application was for the refurbishment of outbuildings and replacement roofs. The site formed part of a commercial property which specialised in porcelain sales. The outbuildings were used for storage and for low level manufacture of porcelain objects. Prior to improvement the buildings consisted of asbestos sheet roofing with white washed external walls and could not in any way be considered an attractive feature within the conservation area.
The applicant had offered to remove the brick parapet in order to reduce impact, however the buildings were not out of scale with others in the vicinity and caused no loss of light or outlook to the attached property to the south. Although adding greater mass to the outbuildings, the works had improved the appearance of the property compared to their previous state because more sympathetic materials had been used. Removing the parapet would reduce impact, but officers did not feel this was necessary and the Director recommended approval, subject to the use for porcelain production being low key and ancillary only to the use of the front shop.
RESOLVED
That planning permission be granted to application W12841/3, subject to the use for porcelain production being low key and ancillary only to the use of the front shop.
