Application for replacement uPVC windows.
The report of the Corporate Director (Regeneration and Environment) outlined a proposal to replace the existing windows in a first floor flat at Kirkley House, a prominent four storey Victorian property within the South Lowestoft Conservation Area. The proposed windows would be uPVC, but would match the existing traditional style. Under the Conservation Area points system the proposal scored seven, which was sufficient to recommend refusal. However, virtually all the other windows within the building had had replacement plastic windows inserted. As such the proposal was unlikely to cause detriment to the Conservation Area, but would be against adopted Council policy relating to replacement windows. The Director recommended refusal.
Before commencement of the debate Councillor Partridge declared receipt of correspondence on the above application.
Members noted that most of the windows in the house were plastic replacements of long standing. For this reason, they felt that consideration should be given to allowing uPVC windows at this flat, and decided to refer the application to The Executive as a possible exception to Policy.
RESOLVED
That consideration of application W11938/2 be referred to The Executive as a possible exception to Policy.
