Application for construction of a house with detached garage - approval of reserved matters W13249/4.
The report of the Corporate Director (Regeneration and Environment) advised that outline permission was granted for a single dwelling on the above site in October 1999. The site lay between a Grade II listed building and a pair of semi-detached cottages. The site was restricted and backed onto land associated with the garage on Bardolph Road. The outline permission granted was given following the submission of a site plan showing how a single dwelling could be accommodated on the site with a detached single garage to the rear. The dwelling shown was sited very much in line with the properties on either side, and vehicular access was to be achieved adjacent to the boundary shared with the listed building with on-site turning in front of the house.
The detailed application, however, was for a substantially larger property than shown on the outline layout, with a large projecting wing at the front as well as pushing the house to the back of the site. Much of the site would be occupied by the building, allowing for only a very restricted rear garden. There was also concern that the dwelling would be at odds with the street scene.
Having an adverse effect on residential amenity, the application was contrary to Policy H7, and with such a poor design also Policy H11. The Director recommended refusal. RESOLVED
That planning permission be refused to application W13249/5.
