Application for extension to existing lairage building and erection of vertical storage vessel. The report of the Corporate Director (Regeneration and Environment) reminded members that the above application had been deferred at the 16 August 2000 meeting of the Panel pending receipt of further information regarding drainage and a more detailed response from Environmental Health regarding smell nuisance. The Head of Environmental Services considered that the proposal did not indicate any increase in drainage requirements. The Parish Council recommended refusal on grounds that the existing effluent plant was not capable of dealing with the existing levels of effluent even without the proposed extension. The proposal was to erect an extension to the existing lairage with a 4.5 metre high liquid vessel connected. The proposals had little visual impact outside the site. The extension and storage vessel would not impact upon the existing system, and the Director therefore recommended approval.
At the 16 August meeting of the Panel Councillor Aldous had declared that he had attended a Parish Council meeting which discussed the application, but had not taken part in the debate. He had also attended a liaison meeting with the company.
Members were minded to approve the application, but requested that a strong letter be written to Bernard Matthews expressing members' concern at the level of smell nuisance which regularly emanated from the site.
RESOLVED
That planning permission be granted to application W9388/49.
