Application for construction of five bungalows and garages.
The report of the Corporate Director (Regeneration and Environment) outlined the planning history of the above site, for which full planning permission had been granted in June 2000 for residential development including an element of affordable housing on a suitable site within Kessingland.
The site was the northern corner of a development site at the south western end of the High Street, and to the east of the Kessingland Bypass. The development would replace two semi- detached properties, three terraced properties and one detached house with three detached three bedroom bungalows and alterations for garage positions on two previously approved three bedroom bungalows. No objections had been received to the proposal. In terms of layout and design the scheme was acceptable, however the development site itself was problematic in that the overall layout of the site was characterised mainly by detached dwellings. PPG3 sought to secure a better social mix by avoiding the creation of housing of similar characteristics, and the Local Plan policy stated that a wide range of house types should be provided to cater for the needs of different types of household. The Director felt that the loss of smaller two storey units as previously approved would lead to an unacceptable predominance of detached units which would thus materially undermine one of the objectives of PPG3 and Local Plan policy. The Director recommended refusal. RESOLVED
That planning permission be refused to application W13456/7.
