V28-297 : W17583/1 - LAND ADJACENT TO ASH FARM COTTAGES, CAPPS LANE, ALL SAINT

SOUTH ELMHAM

Application for construction of an agricultural worker's dwelling.

The report of the Corporate Director (Regeneration and Environment) set out a resubmission of an application refused at the July meeting of the Panel. The earlier application was to erect two agricultural dwellings, but the applicant now agreed that until a planned expansion of the farm had taken place there was only an agricultural justification for a single dwelling. The re-application was invited on this basis.

A second reason for refusal in July was the proposed siting in Capps Lane being out of character with the existing pattern of development which was along St James Road. The current proposal again proposed the same site in Capps Lane. The applicant had given reasons for preferring this siting including a better link with the farm complex, and the fact that if the development occurred on St James Road this would leave an infill plot which would be difficult to farm. Officers felt these arguments were logical, giving merit to the Capps Lane siting, and now recommended approval as submitted.

Before commencement of the debate Councillors Partridge and Rose declared receipt of correspondence on the above application.

RESOLVED

That planning permission be granted to application W17583/1.
