Outline Application for the construction of two bungalows.
The above applications were considered together as they related to adjoining sites forming a single scheme.
The report of the Corporate Director (Regeneration and Environment) reminded members that the above applications had been deferred at the 16 August 2000 meeting of the Panel for receipt of a detailed scheme either incorporating fewer bungalows, or showing that the originally requested number of bungalows could comfortably be accommodated on the site. The site of the Watch House PH was elevated above the level of the marshes to the north, which fell within the Broads Authority area. Application W15028/4 proposed to demolish all of the recent additions to the Watch House PH and convert it into a four bedroomed house. A building plot for a bungalow would be created to the north, on the land currently occupied by the pub function room. Four more bungalows would be built on the site of the existing car park.
Application W15028/5 referred to adjoining land to the south-west which would provide two building plots for bungalows. A four metre wide belt of planting would separate the plots from the kiosk of the adjoining petrol station.
The proposal would now involve the introduction of two storey buildings linked together to create visual interest. At the same time the scheme would be broken down into three distinct elements to introduce some variety and additional landscaping. The first element incorporated a bungalow at the western end, alongside the two already agreed on the workshop site. A four metre gap between this plot and those to the east would allow a substantial hedge and trees to be planted at right angles to the road. A similar belt of planting screening the petrol station kiosk would together enclose this proposed group of three bungalows as a single group.
East of these, a group of three houses would be built. One and a half storey sections accommodating integral garages with bedrooms above would link the three buildings together, whilst individual designs would provide variety in the street scene. A six metre gap to the Watch House building would allow another transverse hedge to be incorporated. The final group would consist of the converted Watch House building and a two storey house facing the Wainford Road frontage.
A survey of levels had persuaded the Environment Agency that serious risk of flooding would not be an issue. The Highways Agency had no objection provided turning areas were included. The Director felt that the latest submission demonstrated that the development could be comfortably accommodated on the land, with a harmonious street composition worthy of this important site. She recommended approval of application W15820/4, and approval of application W15028/5 subject to the completion of a Section 106 Agreement preventing redevelopment until a replacement employment site had been provided locally. RESOLVED
That outline planning permission be granted to application W15028/4, and that the Corporate Director (Regeneration and Environment) be given delegated authority to grant outline planning permission to application W15028/5 subject to the completion of a Section 106 Agreement preventing redevelopment until a replacement employment site has been provided locally.
