Application for change of use to boarding kennels.

The report of the Corporate Director (Regeneration and Environment) reminded members that a site visit had recently taken place at the above site. Nine letters of objection had been received expressing concern about excessive noise, lack of detail, supervision of the animals, fouling and pollution. The Parish Council recommended refusal on grounds of noise disturbance. The Prison Authority had no objection subject to there being only 10 dogs.

The Council's Environmental Health Department advised that as the establishment would need to be licensed, this would enable conditions to be applied to ensure adequate controls. The use should be able to operate without causing a nuisance with good management, but it was not possible to say whether a noise problem would arise. They recommended temporary permission for two years.

The application site related to the old prison farm adjacent to Blundeston Prison, and had access from Hall Road. It was proposed to convert the former piggery block to provide 14 dog kennels. Conservatories would enclose the existing openings on the flanks of the building. In planning terms the change of use was acceptable provided there was no detrimental impact on the amenity of nearby residents. The nearest residential property was 165 metres away. The dog run area would be located to the far side of the building, and a wall would be built to enclose it in an L-shaped screen in the direction of the nearest residents. If noise nuisance occurred the applicant had agreed to using voluntary dog walkers instead. The applicant had also agreed to reduce the number of dogs to 10. The Director recommended approval temporary for two years subject to conditions.

RESOLVED

That planning permission be granted to application W17654, temporary for two years, subject to adequate noise insulation of the building, restriction on the use of the dog run area and a reduction in the number of dog kennels to ten.
