Application for extension to existing lairage building and erection of a vertical storage vessel.

The report of the Head of Planning concerned an application to which the Parish Council recommended refusal on grounds that the existing effluent plant was not capable of dealing with the existing levels of effluent even without the proposed extension.

The proposal was to erect an extension to the existing lairage with a 4.5 metre high liquid vessel connected. The proposals had little visual impact outside the site, and the Environment Agency had no objection as the on-site treatment plant had recently been upgraded, and these upgrades were continuing. The Head of Planning recommended approval.

Before commencement of the debate Councillor Aldous declared that he had attended a Parish Council meeting which discussed the application, but had not taken part in the debate. He had also attended a liaison meeting with the company.

Members were concerned that not enough had been done to cover up potential smells, and were also concerned with drainage. They wished to defer the application for further information on drainage and the views of the Environmental Health Section.

RESOLVED

That consideration of application W9388/49 be deferred pending further information regarding drainage and a more detailed response from Environmental Health regarding smell nuisance.

The meeting was concluded at 9.50pm.
