Application for the construction of a storage building.
The report of the Head of Planning outlined an objection to the above proposal from a neighbour concerned with the height of the proposed building, and loss of view. The Ramblers Association also objected on grounds that the site plan did not show Footpath No. 7.
The proposal was for the erection of a large, steel framed building with steel cladding coloured green and with glazed sections in the roof for lighting purposes. There were two existing buildings on the site which were smaller and in a poor state of repair. It was proposed to refurbish these and replace the existing asbestos sheeting with cladding to match the proposed building.
The site was not large, but had established hedges on all boundaries and was a prominent site on a busy, well used stretch of road. Currently the site was very untidy and would benefit from being tidied up. The use of the site for the storage of marquees and associated equipment was well established, however Policy E4 required that there should be no materially adverse impact on the character or quality of the landscape and open countryside, and Policy E9 required that new industrial or commercial development should achieve quality in design and layout, particularly on road or site boundaries. It was considered that the proposed building did not adequately satisfy these policy requirements and would result in a very large and dominant building on a prominent site. There was also concern that adequate space had not been allowed for on-site turning and manoeuvring of vehicles associated with the business, and the application as submitted could not be supported. The Highway Authority also recommended refusal on grounds of restricted visibility and reduction in parking and manoeuving. An amended application for a smaller and less prominent building could be given favourable consideration, but the Head of Planning recommended refusal of the above application.
Members concurred with this view, but were happy to give delegated authority for approval of a more acceptable scheme.
RESOLVED
That planning permission be refused to application W7248/3, and that the Head of Planning be given delegated authority to grant planning permission to a smaller, more acceptable scheme with adequate visibility and parking and manoeuvring space.
