Application for change of use to include sand-blasting.

The report of the Head of Planning reminded members that planning permission was granted for the change of use of the above redundant agricultural buildings from a commercial garage to an artists studio and fine art bronze casting business at the June meeting of the Panel. A temporary two year approval was also given for a residential mobile home as part of this proposal.

The above application was for the change of use of the site to include sand blasting. The only likely pollution would be noise, but the nearest residential property was 450 metres away. The Parish Council recommended refusal because of the rural setting and possibility of noise and dust pollution.

The Head of Planning was happy that a use had been found for the site which generally satisfied the requirements of Policy E4 in that it did not involve the loss of prime agricultural land or have a materially adverse impact on the quality or character of the surrounding countryside, and did not rely on consent being given for on-site temporary accommodation. However, there were still questions to be answered regarding the level of activity and its likely impact, and the Head of Planning gave the Panel three options of either refusal, deferral or approval subject to the satisfaction of the Environmental Health Section.

Before commencement of the debate Councillor Rose declared that he had spoken to the applicant's agent. Members were minded to defer the application for further information.

RESOLVED

That consideration of application W13892/6 be deferred for receipt of further detail on the level of activity and its likely impact on the surrounding area.
