Application for change of use from agricultural to stables and application to construct single storey dwelling.
The report of the Head of Planning advised that the above site of approximately two hectares was located on land to the north of The Street behind a line of established dwellings. The land was previously in agricultural use and had some disused modern blockwork piggery buildings on it. For the past two years the land had been used for keeping horses and other grazing animals. During this time there had been reports of unauthorised use of residential caravans on the site and building work being carried out without planning permission. The applicant's proposal to use the former piggeries as private stabling for six horses, with washroom, storage and cart shed, appeared acceptable in terms of Policy V7. The proposed use was generally in keeping with the surroundings and would not have unacceptable detrimental effects on neighbouring properties. The Head of Planning recommended approval of this application.
However, application W17030/2 for a new bungalow in the location could be detrimental to the amenities of existing properties on the north side of The Street. To permit the construction of a new dwelling in this isolated position would be out of keeping with the established form and character of the village. The application was backland development and contrary to policies V3 and H10, and the Head of Planning recommended refusal. RESOLVED
1. That planning permission be granted to application W17030/1.
2. That planning permission be refused to application W17030/2.
